meet cyrlan, originally first of clan lavellan then made herald though a series of confusing events, and finally acquiring the title by which many known him as today: the inquisitor.
given the amount of time that's passed, he's not quite the figure at the forefront of everyone's mind anymore, and he's grateful for that. his face has faded from recognition of some, though his reputation has somewhat spiraled out of control, either becoming more preposterous by the day (i hear he consorts with evil magisters and demons alike) or simply fading to something of negligible magnitude (oh, him? isn't he dead yet? i mean, it's been what, a decade?). either way, he's not changed too much. still fairly willing to believe that almost everyone can be a friend, or at least an amiable acquaintance, if he tries hard enough. he's probably going to try with fenris. broody elf who was the companion of the champion of kirkwall, and now has a fearsome reputation in tevinter if not elsewhere as well? his curiosity is piqued.
i'm not quite sure how fenris will react to this mage who has acquired quite the odd group of companions (most of which have left his side, but the connections are writ through history nonetheless), so that's definitely up to you. as for how they meet, cyrlan travels quite often? he likes to participate in field missions to build up what strength he's lost since the exalted council (you know, what's with losing an arm and all) so it's quite possible for them to have met up while fenris was on a job or something. heck, they could have come across each other briefly in the past as well, since cyrlan did end up dragging hawke in and out of the fade, and was also friends with varric through the events of DAI.
feel free to add/subtract <3

the mage thing is always hard, so cyrlan will be well-used to that. at least there's no issue with him being an elf, so cyrlan is generally going to be more patient. irritable remarks - bring it on! maybe there can be some solace taken in the fact that cyrlan too swings around a giant sword, albeit a magic one. he's not too magey, not till you give him some ancient magical artifact or let him dive into a pile of books. at that point, he's a giant magic nerd.
same with you on the not buddy-buddy thing, with fenris being fenris that's definitely not something easy. i bet cyrlan would definitely appreciate an offer to train though! maybe make a casual gift of the odd liquor he's picked up on his travels but still hasn't had the heart to drink.
cyrlan is hardly the most inconspicuous either, given his way of dressing (keeping to his dalish roots) and you know, the deal with vallaslin literally being on his face (plus a few others down his arm or something, but definitely not as noticeable). fenris, however, is a totally different story and i'm pretty sure cyrlan will piece it together eventually. i mean, he's read varric's books more than once (see what i said about him being a nerd?) and the tale of the champion is probably one of his favourites. bumping into each other sounds fantastic too!
again, feel free to add/subtract uwu

fantastic! cyrlan often tries to stay lowkey about his magic unless he's sure that the people around him are okay with it so in this case, he'd probably try not to be too magey. and about the alcohol, he's more than welcome to it! cyrlan doesn't drink very much, so most of it is either gathering dust in the wine cellar or being given away as gifts. and don't worry, i think cyrlan's gonna be too worried about the fact that this guy could very easily rip his heart out to ask any personal questions. besides, he's seen enough to know that asking questions to someone already prickly seldom ends well.
he's hanging around skyhold and on occasion travelling around both orlais and ferelden right now, so there's quite a lot of possibility. his agenda consists mainly of researching a lot of ancient elven lore (given his new insight) and keeping an eye out for mages who might need help, particularly those of dalish origin since some clans have been known to be less than kindly. if he can be wrangled into doing so, he's accompanying chantry processions as a sort of honor guard, but for the most part, he's working behind the scenes trying to foster better relations between mages and templars. tl;dr he can very much be anywhere bc he's an ass who likes to adventure.

Fenris and Ashyla: This is Ashyla Lavellan, currently the only other known surviving member of Clan Lavellan. At present, she's one of the Inquisition's scouts, with a Ranger specialization. She's also somewhat of a nut about Dalish lore, so she might unintentionally launch into one of her favorite stories. It's one of the few things that she actually gets excited about now.
Of course, she probably won't trust him right away, and I figure the feeling's mutual. I think it could be fun to see how things go between the two of them.
Fenris and Kahlia: So, I read your post in Cass's plotter, and I have to say that Kahlia Pavus is Dorian's bodyguard and has been since the Exalted Council. If Fenris tried to assassinate Dorian, be it because Fenris found out about Dorian being a magister or because of a job, Kahlia would be right there in the middle.

Fenris and Ashyla: She wouldn't gush her stories. Now, she might accidentally launch into one in, say, the Exalted Plains, because that's the Dirthavaren, but she doesn't just constantly tell stories of Dalish Legend. She knows it has its place. She also has her share of scars, albeit more emotional than physical. She did, of course, almost die because of the Conclave explosion, and then her clan was killed. But she already has her own little wolf, her Emma. So maybe just a casual friendship type thing is best for them?
Fenris and Kahlia: She wouldn't purposely show him her scars. Only Dorian knows about them, and that was by accident. The scars on her back are from a very sensitive part of her life, and she still doesn't like anyone finding out what was done to her. Also, she's a rogue, an Artificer specifically, not a warrior. She has a habit of staying in the shadows until she's needed, especially where Dorian is concerned.
Also, on an unrelated note, if I made a femmage Hawke, would you be interested in a romance between her and Fenris?
